Trump attacks Paul Ryan over birthright citizenship

Trump's citizenship proposal would inevitably spark a long-shot legal battle over whether the president can alter the long-accepted understanding that the 14th Amendment grants citizenship to any child born on USA soil, regardless of his parents' immigration status.

While Trump asserts that he can change the provision with such an order, that is far from certain: there is a set process for modifying the constitution, which does not include presidential decree.

"You know, as a conservative, I'm a believer in following the plain text of the Constitution, and I think in this case the 14th Amendment is pretty clear, and that would involve a very, very lengthy constitutional process", the top Republican in the House told Kentucky's WVLK-AM radio.

Asked about the legality of such an executive order, Trump said "they're saying I can do it just with an executive order".

"If he can do DACA, we can do this by executive order", Trump said, using the acronym for the Obama-era Deferred Action for Childhood Arrivals program.

Republican Senator Chuck Grassley, Chairman of the powerful Senate Judiciary Committee, said it would require a constitutional amendment to make necessary changes on who all can acquire citizenship. "The President does not have the power to erase parts of the Constitution, but he and the GOP Congress have spent two years trying to erase protections for people with pre-existing conditions", Ms. Pelosi said.
