Trump to Meet Putin Again Next Month After Another White House Reversal

Russia would mirror any U.S. deployment of intermediate-range nuclear missiles in Europe if Washington withdraws from the Cold War-era INF treaty, Russian President Vladimir Putin said on Wednesday. - "The Intermediate-range Nuclear Forces treaty banned the US and the Soviet Union (and later, Russia) from deploying all ground-launched nuclear and conventional missiles with a range of 300 to 3100 miles".

The Russian president outlined a scenario in which the United States would move to withdraw from the Intermediate-Range Nuclear Forces (INF) treaty and decide to place nuclear missiles at Russia's doorstep.

US President Donald Trump threatened to terminate the 1987 Intermediate-range Nuclear Forces treaty on Sunday, citing repeated violations by Russian Federation and China's absence from the pact to justify the decision.

US President Donald Trump warned Saturday that his country said would withdraw from the IRNF Treaty because Russian Federation, in his opinion, was not abiding by it.

US President Donald Trump has threatened to pull out of the Intermediate-range Nuclear Forces Treaty, saying Russian Federation is violating it.

Speaking from Moscow on Tuesday, Bolton said Putin expressed interest in meeting with Trump on the sidelines of the 100th anniversary of the WWI armistice on November 11 in Paris. "We need to understand where the USA is going with this issue", Ryabkov said.

The pact was signed by U.S. President Ronald Reagan and Soviet President Mikhail Gorbachev in 1987.

Still, a U.S. exit from the INF treaty would put another strain on NATO allies already shaken by U.S. President Donald Trump's demands for higher defence spending by the Europeans.

He scoffed at critics' claims that the US pullout would be destabilizing, pointing at the USA pullback from another Cold War-era arms control pact - the 1972 Anti-Ballistic Missile Treaty that was described as a cornerstone of strategic stability.

"All allies agree that the United States is in full compliance ... the problem, the threat, the challenge is Russian behavior", Stoltenberg told reporters in Brussels on October 24.

Russian Federation disputes that charge, and Putin started off the meeting saying that United States sanctions and other actions against his country are "absolutely unprovoked".

But since 2014, the United States accuses Russian Federation of breaching the INF by developing the SSC-8 though Moscow denies it is in violation and says the planned USA withdrawal from the INF pact is risky.

"The fact was that the outcome would have been the same by all the evidence we have", said Bolton after his talks with Russian President Vladimir Putin and his top lieutenants.

Before the talks, a Kremlin spokesman said the INF treaty had its weak points, but that the U.S. approach of talking about leaving it without proposing a replacement was unsafe. "The world doesn't need a new arms race".

Collin Koh, a maritime security specialist at Nanyang Technological University in Singapore, said reinstating ground-launched intermediate range missiles would give the United States a needed boost, not only for nuclear strikes but also conventional operations.

The two also discussed cooperation in Syria and accusations that Russian Federation was meddling in USA elections.

Why does the USA exit from the treaty matter?

He was in Moscow to convey U.S. plans to withdraw from the 1987 Intermediate-Range Nuclear Forces (INF) treaty.

In recent years, China has developed "land-based intermediate missiles (capable of carrying conventional and nuclear payloads)", Lee said in a column published Monday on CNN's website.

"In terms of filing the formal notice of withdrawal, that has not been filed but it will be filed in due course", he said, suggesting it was a process that could take several months.
