As Trump Administration Threatens Transgender Recognition, Florida LGBTQ Group Responds

HHS called on government agencies to adopt a definition of gender that used "a biological basis that is clear, grounded in science, objective and administrable". The proposal would define sex as either male or female, and any dispute about one's sex would have to be clarified through genetic testing, according to the Times' account of the memo.

There are about 1.4 million adults in the USA who identify as transgender, according to a 2016 estimate by the Williams Institute.
