Pompeo says Iran is origin of threat to United States missions in Iraq

Secretary of State Mike Pompeo has announced that the U.S. is axing a 1955 treaty with Iran establishing economic relations and consular rights between the two nations.

The U.S. had argued its national security concerns were sufficient to impose the sanctions, a move that came after President Donald Trump in May declared Iran non-compliant with the nuclear deal that had brought sanctions relief in exchange for limiting Iran's nuclear program.

The court's ruling leaves intact US sanctions that cover a range of Iranian economic activity, from exports of carpets and food to financial transactions and trade in metals.

The treaty, which was signed in Tehran, established consular and economic relations between the USA and Iran.

"As you can see, Article 1 on the Treaty-'There shall be firm and enduring peace and honest friendship between the United States of America and Iran'-hasn't aged very well over the years", remarked Foreign Policy reporter Robbie Gramer.

Accusing Iran of "abusing the ICJ for political and propaganda purposes", Pompeo announced that the United States was ending a friendship treaty signed when Iran was ruled by the pro-US shah.

The International Court of Justice in The Hague will hand down its decision at 0800 GMT in a case which threatens to plunge relations between Washington and Tehran to a new low.

The court case is legally binding, but Pompeo said the administration would proceed with sanctions enforcement with existing exceptions for humanitarian and flight safety transactions.

"This marked a useful point for us to demonstrate the absolute absurdity" of the treaty.

However, the United States ambassador in the Netherlands, Pete Hoekstra, pointed out in a tweet that the "court declined.to grant the sweeping measures requested by Iran" - after dismissing the entire case as "meritless".

On Friday, Pompeo pulled all USA diplomats out of the American consulate in Basra, Iraq, after several violent incidents near the facility and elsewhere in the country.

"The court finds unanimously that. the United States of America. shall remove by means of its choosing any impediments arising from the measures announced on 8 May to the free exportation to Iran of medicines and medical devices, food and agricultural commodities" as well as airplane parts, chief judge Abdulqawi Ahmed Yusuf said.

By limiting the order to sanctions covering humanitarian goods and the civil aviation industry, the ruling did not go as far as Iran had requested.

Iranian state television trumpeted the court's decision in a scrolling graphic at the bottom of TV screens: "The victory of Tehran over Washington by the Hague Court".

Pompeo told reporters that Iran's claims made under the treaty lacked merit and were "absurd". "Our intelligence in this regard is solid".

Bolton also told a White House briefing that Washington will review all global agreements that "may still expose the United States to purported binding jurisdiction, dispute resolution" in the ICJ.

Trump began to reinstate US sanctions on Tehran in August, with sanctions targeting Iran's oil sector set to retake effect November 4. Tehran has stayed in accordance with the agreement, despite the USA pullout, while also trying to salvage a deal with the remaining stakeholders: Russia, China, Germany, Britain and France.
