Putin expressed hope they would come forward and speak publicly.

"It could be a way of signaling defiance to the United Kingdom government, effectively saying, "There's nothing you can do about this", he said.

The pair were identified by the British government as being responsible for the March attack on Russian former double agent Sergei Skripal, 66, and his daughter Yulia, 33.

After the Skripals were poisoned, Britain and more than two dozen other countries expelled a total of 150 Russians who were allegedly spies working under diplomatic cover.
