United Nations diplomats: Russian Federation and China block U.S. on North Korea oil

After briefing U.N. Security Council envoys in NY, U.S. Secretary of State Mike Pompeo and U.S. Ambassador to the United Nations Nikki Haley warned against loosening sanctions on Pyongyang after Russian Federation and China suggested the council could discuss such a move.

Neither she nor Pompeo named the countries accused of skirting the sanctions, but Hayley did say they have images of illegal ship-to-ship transfers of refined petroleum, the primary way North Korea is getting around the sanctions, Pompeo said.

The move on July 19 by Russian Federation and China came after Washington last week asked a UN Security Council sanctions committee to ban further shipments on the grounds that fuel smuggling has enabled North Korea to already exceed a UN-imposed cap on its fuel imports for the year.

China has chose to invest 600 million yuan ($88 million) in North Korean infrastructure such as roads around a border bridge, sources in both countries have said, raising concerns that Beijing may violate United Nations resolutions.

"It is necessary that the denuclearization go step by step with parallel actions by the worldwide community", Polyansky said.

"This thing happening in the U.S. with now is some sort of a farce, some sort of comedy", he said.

The skirmish over fuel smuggling comes ahead of a July 20 meeting at which U.S. Secretary of State Mike Pompeo is scheduled to brief the United Nations council on Washington's drive to persuade North Korea to scrap its nuclear and missile programs.

Pompeo urged patience in the process of negotiating serious changes with North Korea, saying the "path ahead is uneasy" and it "will take time".

Asked what North Korea needed to do, the secretary said that Kim Jong Un committed to denuclearize and that he understood what that meant.

"We put pressure today on China and Russian Federation to abide and be good helpers through this situation and to help us continue with denuclearization", she said after the meetings. "We will fully implement the resolutions".

The 14 other council members had until midday Thursday to object, and two diplomats said Russian Federation put "a hold" on the USA request shortly before the noon deadline.

Russian Federation and China told the council that they needed more time to consider the United States request and to review Washington's allegations of sanctions-busting by North Korea.

Pompeo said North Korea is also evading sanctions by smuggling coal by sea and across borders, through cyber thefts and other criminal activities, and by keeping workers in some countries that he didn't name. "But our hopes for a safer world for all of us and a brighter future for North Korea remains our objective, and that hope endures", he said.

These actions are all "generating significant revenues for the regime and they must be stopped", he said. "She needs to study basics more".

There is no evidence North Korea has made any concrete moves toward dismantling its nuclear weapons program so far.
