U.S. withdrawal from UN Human Rights Council is regrettable

But U.N. officials said no member has withdrawn.

The United States withdrew from what it called the "hypocritical and self-serving" grouping on Tuesday over what it called chronic bias against Israel and a lack of reform, a move activists warned would make advancing human rights globally even more hard.

United Nations spokesman Stephane Dujarric responded to questions on Wednesday about Secretary-General Antonio Guterres' response to the USA withdrawal from the Geneva-based council.

"Regrettably, it is now clear that our call for reform was not heeded", Haley said.

Dujarric said: "The secretary-general would want to see a United States that is involved and engaged throughout the U.N. system".

Ms Haley announced her country's intention to quit the council at a joint news conference with Secretary of State Mike Pompeo, who called the council "a poor defender of human rights". She had been threatening the pull-out since past year unless the council made changes advocated by the U.S.

"The world's most inhumane regimes continue to escape scrutiny, and the council continues politicising and scapegoating of countries with positive human rights records in an attempt to distract from the abusers in their ranks", Haley said.

Israeli Prime Minister Benjamin Netanyahu's office called the US decision "courageous", calling it "an unequivocal statement that enough is enough".

Haley urged the groups to play a constructive, not destructive, role in human rights in the future. "The U.S.' absence will only compound the council's weaknesses", they wrote. She said the withdrawal notwithstanding, the USA would continue to defend human rights at the United Nations.

Zeid criticised President Donald Trump's administration this week for enforcing the requirement to separate children from parents who are facing possible prosecution for entering the U.S. illegally.

USA allies, including Australia and the European Union, have joined voices expressing disappointment and regret that the United States is quitting the U.N.'s main human rights body.

And the Heritage Foundation, a conservative think-tank close to the Trump administration, defended the move, calling the council "notably incurious about the human rights situations in some of the world's most oppressive countries".

Elizabeth Wilde, deputy head of mission in Geneva for Australia, said her country "shares numerous U.S.'s concerns about the HRC", but will continue to support the council "despite its flaws". Under President Barack Obama the United States was elected for a maximum two consecutive terms on the council by the U.N. General Assembly.

Earlier, deputy permanent representative Yu Jianhua of China - which has sporadically faced US criticism over its human rights record - said his delegation was "disappointed" about the USA pullout.

U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein on Monday called on Washington to halt its "unconscionable" policy.

"We have a very strong relationship with the OHCHR and will continue to promote human rights and fundamental freedoms through that relationship", the press office of the USA mission in Geneva said in an email.

Secretary-General Antonio Guterres's reaction was muted. The United States is traditionally one of its largest donors.

But the Chinese government is often accused by Western countries of human rights violations and by rights groups of seeking to undermine the mechanisms of the United Nations human rights council. Other contentious moves have included slapping tariffs on steel and aluminum against key trading partners, recognizing Jerusalem as Israel's capital and moving the U.S. Embassy there from Tel Aviv.

"It is bad news, it is bad news for this Council, it is bad news I think for the United Nations". Russian Federation blasted the American move, calling it "boorish" and saying the U.S.

Haley said she had tried for more than a year to reform the Council with her team reaching out to 125 countries but failed because the efforts were undermined by Russia, China, Cuba and Egypt among others.

Russian Federation says that the US exit from the United Nations' Human Rights Council reflects Washington's unilateralist approach to global affairs.

The council also sends out independent experts and has set up commissions of inquiry to report on human rights violations in countries including Syria, North Korea, Burundi, Myanmar and South Sudan.

The Russian mission described the council as a "key global platform for cooperation in protecting human rights".
