Lawyers say Trump 'dictated' statement on Donald Jr.'s Russian Federation meeting

A Justice Department report released on Thursday details how Robert Mueller's Russian Federation collusion probe accumulated almost $17 million in expenses less than a year after his official appointment as special counsel.

In a leaked 20-page letter, they have told Special Counsel Robert Mueller that Trump can not be charged with the crime, asserting that his presidential power gives him unchecked authority over the Justice Department.

They also contended that nothing Mr. Trump did violated obstruction-of-justice statutes, making both a technical parsing of what one such law covers and a broad constitutional argument that Congress can not infringe on how he exercises his power to supervise the executive branch.

The letter is dated January 29 and addressed to Mr Mueller from John Dowd, one of Mr Trump's lawyers at the time who has since resigned from the legal team.

"President Clinton fired FBI Director [William] Sessions in July 1993 at a time when the FBI had multiple open investigations implicating the Clintons, including the Whitewater and the Travel Office investigations, yet there were no claims and certainly no investigations into whether President Clinton's exercise of his Constitutional power constituted obstruction", the letter states. Mueller has requested an interview with the president to determine whether he had criminal intent to obstruct the investigation into his associates' possible links to Russia's election interference.

The letter also asserted that the president, with the powers granted to him by the Constitution, "could, if he wished, terminate the inquiry, or even exercise his power to pardon if he so desired". They said that because of those demands on Mr. Trump's time, the special counsel's office should have to clear a higher bar to get him to talk.

The lawyers also claimed they have been so forthcoming in response to the special counsel's requests for documents and interviews with other witnesses that it would be unnecessary to interview the president.

In recent weeks, they have also begun a public-relations campaign to discredit the investigation and in part to preempt a potentially damaging special counsel report that could prompt impeachment proceedings.
