Kelly, who is a former U.S. marine corps general, considers himself a check on the famously erratic president with a questionable grasp on policy and has called Trump "an idiot" to underscore that point, NBC News reported on Monday, citing multiple White House staffers. "Tillerson declined to do so, simply saying he wouldn't play that Washington game".

In his early days in the White House, Kelly imposed strict controls on access and the flow of information to Trump.
