"Diess will hold both positions, CEO of the company and the VW brand", one of the sources said, speaking on condition of anonymity because of the sensitivity of the subject.
The statement said board of directors head Hans Dieter Poetsch was in discussions with top managers about how their responsibilities are divided.
The scandal, and Volkswagen's continued vulnerability to it, came into renewed focus after The New York Times reported in January that the company had helped to finance experiments on monkeys in a bungled attempt to show that exhaust from modern diesels was benign. Mr. Diess has been running the Volkswagen brand since 2015.
Volkswagen's boss Matthias Mueller could be set to depart after the German vehicle giant said it was mulling a reshuffe of its top ranks, with VW brand chief Herbet Diess tipped as his successor.
