Duterte 'Needs Psychiatric Evaluation' - UN Human Rights Head

In a petition filed in a Manila court dated February 21, 2018, seen by Human Rights Watch, the Department of Justice submitted a 55-page list that included long-time leaders of the communist movement such as Netherlands-based Jose Maria Sison, who founded the CPP in 1969, but also Victoria Tauli-Corpuz, the United Nations special rapporteur on the rights of indigenous peoples.

'When the human rights or whoever is that rapporteur arrives, my order to you is, do not answer.'You're investigating us, fact finding?

The petition, made public on Friday, would give the government power to closely monitor the movements and limit the resources of anyone on the list.

Ms Tauli-Corpuz denounced the Government, calling the complaint "baseless, malicious and irresponsible".

They noted that the accusation came three months after Corpuz expressed alarm over armed forces attacks and killings of indigenous tribes in southern Philippines.

"These attacks can not go unanswered, the U.N. Human Rights Council must take a position", Zeid said, after Duterte's government sought to get a U.N. investigator, a former Philippine lawmaker and four former Catholic priests declared as "terrorists".

Zeid Ra'ad al-Hussein, U.N. High Commissioner for Human Rights, defended the independence, impartiality and expertise of special rapporteurs in the face of "smear and hate" campaigns, some involving incitement to violence. Al Hussein added, "This is absolutely disgraceful that the president of a country could speak this way, using the foulest of language against a rapporteur that is highly respected".

Two other United Nations special rapporteurs, Michel Forst and Catalina Devandas Aguilar, expressed "grave concern" about Tauli-Corpuz being on the list, and said she was being punished by Duterte for speaking against some of his policies. "The attack against the special rapporteur is taking place in the context of widespread extrajudicial executions and ongoing attacks against voices who are critical of the current government, including human rights defenders".

Forst and Gauilar called on the government "to immediately drop these unfounded accusations against Ms. Tauli-Corpuz and to ensure her physical safety and that of others listed" and reminded it of its "obligations under the Convention on the Privileges and Immunities of the United Nations of 1946, which sets out that United Nations experts have immunity from legal proceedings of every kind of spoken and written acts undertaken in the course of their mandated work".

There is little love lost between Duterte and the UN.

The "government hit list", as it was called by Human Rights Watch, appears to stem from Duterte's signed proclamation that the Communist party of the Philippines (CPP), and its armed wing, the New People's Army, are terrorist groups, following the collapse of peace negotiations in December.

Mr Duterte has always been known for a range of controversial moves, comments and decisions.

A former Philippine lawmaker and four former Catholic priests were also included in the list.

"There is no reason whatsoever for such an unmeasured outburst directed against President Rodrigo Duterte and it should not be repeated", Cayetano said, adding Corpuz was included on the list because of her alleged ties to the Communist Party of the Philippines.

Sison, who lives in the Netherlands, was Duterte's mentor at university though the pair are now bitter enemies.

When it comes to using disturbing rhetoric, Philippine president Rodrigo Duterte is no stranger to the practice of stunning his viewers with a diverse range of obscenities.
