Coalition and Russian officials were "in regular communication ...before, during and after" the assault, the same official said. A US Navy F/A-18 shot down a Syrian regime Su-22 jet last June that had attacked US-backed forces on the ground.

The national Investigative Committee said on its website that it had opened a criminal case over alleged breach of aviation safety.

Investigators also conducted a search at the airline's main office in Saratov, reports said.

Eyewitnesses told Russian media that the jet was on fire as it went down.

The Russian government dispatched 150 people and 20 pieces of equipment, including a Mil Mi-8 helicopter, to the crash site, the Ministry of Emergency Situations states.

Orsk is the second biggest city in the Orenburg region, near Russia's border with Kazakhstan.

In March 2016, a Boeing 737-800 flown by FlyDubai crashed while landing at Rostov-on-Don, killing all 62 people aboard.
