Speaker Ryan on Charlottesville: 'There are no sides'

House Speaker Paul Ryan, R-Wis., said Thursday that he works to "lead by example" when trying to influence President Donald Trump's behavior. GOP leaders don't have a plan yet for how they'll proceed but one likely scenario is to package the two measures together to get them to the president's desk.

The House speaker insisted that Republicans have enough time to pass a tax reform package in 2017. "We made a promise, we ran on this, we said this is necessary, this is what we're gonna do".

While speaking to Washington Examiner in an interview at Intel's Hillsboro, Ryan said, "I have not seen the kind of coalescing around tax reform from the business community like I have seen today".

"The fact is though - given the time of year it is and the rest of the appropriations we have to do - we're going to need more time to complete our appropriations process, particularly in the Senate", he said. The problem for the GOP senators is that if there is a government shutdown, they will be blamed.

When Congress returns after Labor Day, it will have much to do - lift the debt ceiling, pass a spending bill to keep the lights on at federal agencies, fund children's health insurance, reauthorize a federal flood insurance program - and little time to do it. Even before Trump's threat Tuesday night, Goldman Sachs Group Inc. was warning clients that there was a 50 percent chance of a government shutdown.

"The president was clear in the aftermath of the tragedy in Charlottesville, that we denounce bigotry and hate and violence in all of its forms", said Pence. "But believe me, if we have to close down our government, we're building that wall".

While this type of inflammatory political flirtation might find favor with the tea party radical right, the core of Trump's support, not raising the debt ceiling and not passing spending bills would wreak havoc with the economy and send the country into an internal and external spiral. Trump said he wanted to tie the debt ceiling to a bill related to the Department of Veterans Affairs that easily passed.
