Police name gunman in Melbourne hostage-taking

"The attack in Melbourne, Australia was carried out by a soldier of the Islamic State in response to the call for targeting the subjects of the coalition states", the group's Amaq news agency said.

"Subsequently he (Khayre) came out of the apartment with a shotgun and commenced to fire at police at the entry-way to the apartments".

"He is someone that was known to us as having a long criminal history, a whole range of offending going back many years ago".

He said Khayre had been acquitted over a foiled plot to attack a Sydney army barracks in 2009.

There was a terror attack in Melbourne, Australia, and the suspect was already known to authorities.

Khayre had been acquitted in 2010 of planning a suicide attack on an Australian military base.

The court documents also showed that Khayre migrated as a child with his family to Australia through a Kenyan refugee camp.

Turnbull questioned why Khayre was not behind bars after a string of offences.

"He appears to (have been) in the wrong place at the wrong time", Comm Ashton said.

Victoria's parole board chair, Judge Peter Couzens, said the board was not told Khayre was on any terror watch list or that he was any danger to the community or "it would have acted".

At the time of Monday's siege in Melbourne, he was on parole for a violent home invasion.

"But nonetheless he is one of six premiers and we will be discussing it on Friday".

Graham Ashton, the chief police commissioner for Victoria state, said Khayre was known to the police "for a whole range of offending", including drug and violent crimes and arson.

Malcolm Turnbull says there will be serious discussions with the states at COAG about parole decisions for people on terror watchlists.
